Wilson Ruiz

Justice Minister

Lawyer from the Universidad Libre de Colombia, he has extensive professional experience in Public Law. He is a Doctor of Law Summa Cum Laude from the Alfonso X El Sabio University of Madrid (Spain), with a postgraduate degree in Administrative Law from the University of Salamanca (Spain).

In addition, he completed advanced courses (DEA) of the doctoral program in Public Law at the Pompeu Fabra University in Barcelona (Spain) and has a postgraduate degree at the University of San Buenaventura.

He served as a magistrate of the Superior Council of the Judiciary, a corporation of which he was president. He was also a delegate attorney to the Council of State; co-judge of the Administrative Court of Cundinamarca; co-judge of the Superior Council of the Judiciary (Disciplinary Jurisdictional Chamber); and arbitrator of the Chambers of Commerce of Cali and Bogotá.

He has been a member of the Colombian Institute of Procedural Law and the Ibero-American Judicial Summit, and a member of the Colombian Academy of Jurisprudence. He has extensive experience as a teacher and researcher at different universities. Likewise, he was an Ad Honorem consultant for the United States Embassy in Colombia, on legal issues focused on civil and administrative specialties.

He has published 15 specialized books and articles on topics such as judicial liability; responsibility of the Social State of law for the acts of the constituent power; responsibility of the State and its regimes; responsibility of the legislating State; binding nature of international human rights law against the illegal detention of minors in irregular groups; state medical liability; and jurisprudential thinking in matters of fiscal responsibility in Colombia.
